AI development creates dynamics that individual nations cannot solve alone. Climate change, nuclear weapons, pandemics—these global coordination problems share a structure: everyone benefits from cooperation, but everyone fears being the first to cooperate.

AI is the same problem, amplified. The rewards for advancing faster are immense. The penalties for falling behind may be permanent. The risks from racing are catastrophic.

This is the governance fork. On one side, unprecedented global coordination enables safe development. On the other, competitive dynamics drive everyone toward catastrophe.

The Two Paths

Path A: Global Coordination

In this future, major powers achieve meaningful coordination on AI development.

Key characteristics:

  • International agreements establish safety standards and development limits
  • Verification mechanisms allow trust without naivety
  • Benefits of AI development are shared broadly across nations
  • Racing dynamics are dampened by coordination
  • Catastrophic risks (misuse, misalignment, conflict) are managed collectively
  • No single nation gains decisive advantage, but all nations benefit from safe development

This is not world government. It is more like nuclear arms control: competing nations finding mutual benefit in constrained competition.

Coordination does not require trust. It requires verification, transparency, and aligned incentives. These can be constructed.

Path B: Competitive Catastrophe

In this future, nations race for AI dominance without meaningful coordination.

Key characteristics:

  • Major powers treat AI as a winner-take-all competition
  • Safety standards erode as each nation fears falling behind
  • AI development accelerates beyond governance capacity
  • Risks compound: misuse, misalignment, conflict, weaponization
  • At some point, racing produces a catastrophe
  • The catastrophe may be decisive (extinction) or merely civilizational (collapse)

This is not inevitable. It is a trajectory. The trajectory can be changed.

But competitive dynamics are powerful. Without deliberate effort, the default is racing.

Why The Fork Exists

The fork exists because AI creates specific coordination problems:

First-mover advantage: The nation (or actor) that first develops powerful AI may gain decisive advantages in economics, military power, and political influence. This creates pressure to move fast.

Speed-safety tradeoff: Moving fast on AI development often means moving less safely. If you slow down for safety while your competitors do not, you fall behind.

Verification difficulty: AI capabilities are harder to verify than nuclear weapons. It is difficult to trust that competitors are not secretly advancing.

Multipolar dynamics: Unlike the Cold War, AI development involves many actors (US, China, EU, and many companies). More actors means harder coordination.

Dual-use nature: AI is useful for everything. This makes restricting AI different from restricting weapons—you are restricting general-purpose capability.

Compounding capability: AI development is recursive. Systems that help develop better systems accelerate the race. The time for coordination shrinks.

These factors create pressure toward racing. Overcoming this pressure requires deliberate, sophisticated coordination.

Where We Are Now

Current trajectory: Path B.

Major powers are not coordinating: US-China relations are adversarial. Both nations are investing heavily in AI capability with minimal safety coordination.

Race narratives dominate: Political and media discourse frames AI as a race to be won, not a challenge to be managed.

Safety is secondary: AI safety investment is a small fraction of capability investment in all major nations.

Companies are racing too: Within nations, companies race each other. Competitive pressure at the company level amplifies national competition.

Governance lags capability: International AI governance discussions are years behind technical development.

Warning signs are ignored: Experts warning about risks are treated as obstacles to progress or as geopolitically naive.

Nothing about this trajectory is inevitable. It is the outcome of choices. Different choices would produce different outcomes.

What factors determine which path we take?

US-China relations: The bilateral relationship most determines global AI governance. Cooperative relations enable coordination. Adversarial relations guarantee racing.

Expert influence: Whether policymakers listen to AI safety researchers affects whether safety concerns are taken seriously.

Industry-government alignment: Whether AI companies support or undermine governance determines its feasibility.

Verification technology: Better tools for verifying AI capabilities enable trust-but-verify coordination.

Salient events: A major AI-caused catastrophe might trigger coordination. But such an event might come too late or be misinterpreted.

Leadership: Individual leaders who understand the stakes and are willing to act can shift trajectories.

Coordination is difficult but not impossible. What enables it?

Shared threat perception: When all parties perceive a shared threat (like nuclear winter), cooperation becomes easier. AI needs to be understood as a shared threat, not just a competition.

Transparent capability: When parties can verify each other's capabilities, trust becomes possible. Investment in AI verification technology is investment in coordination.

Trusted mediators: Third parties (international organizations, respected individuals) can facilitate coordination where bilateral trust is low.

Industry alignment: If AI companies support governance, it is more feasible. Industry opposition makes governance very difficult.

Public pressure: Citizens who understand the stakes can pressure governments toward coordination.

Leadership: Individual leaders who prioritize global welfare over national advantage can shift trajectories.

Most of these factors can be cultivated. None are impossible.

The Fork Is Approaching

Several factors suggest the governance fork is approaching faster than commonly assumed:

  • AI capability is advancing rapidly
  • Major power relations are deteriorating, not improving
  • Race narratives are strengthening
  • Safety investment remains minimal
  • No serious international governance framework exists
  • The window for coordination narrows as capabilities increase

If the fork passes while we are on the Path B trajectory, that trajectory becomes harder to exit. Once racing dynamics are locked in, they are self-reinforcing.

Implications

The governance fork is a choice between two possible futures.

On one side: major powers cooperate to manage advanced AI, navigating the transition with managed risk and shared benefit.

On the other side: major powers race for AI dominance, with each trying to win before the risks catch up, until something breaks.

Both are possible. The choice is political, diplomatic, and—ultimately—made by humans who control governments and companies.

Current trajectory favors competitive catastrophe. Changing course requires:

  • Leadership willing to prioritize global over national interest
  • Institutions capable of verification and enforcement
  • Public understanding that creates pressure for coordination
  • Industry support or at least acquiescence
  • Time to build coordination before capabilities outpace governance

All of these are achievable. None are easy.

The realistic assessment: coordination is possible but not probable on current trajectory. The fork is real. We are approaching it. What we do in the next few years may determine the outcome.

The only unforgivable stance is pretending the choice does not exist.
